Bill Milne

WILLIAM J. MILNE is a native of Seattle, Washington, a 1975 graduate of Recruit Basic Training in Alameda, CA and a 1986 graduate of Officer Candidate School in Yorktown, VA. Captain Milne retired in 2013 as the Inaugural Director of Law Enforcement, Maritime Security, Counter-terrorism and Defense Operations after a 38-year distinguished career in the United States Coast Guard.

Since his retirement, Mr. Milne has continued to serve the public in various capacities including his current assignment as the Neabsco Planning Commissioner and current Chairman of the Prince William County Planning Commission.  Previously, Commissioner Milne served as the Occoquan Planning Commissioner and represented the Occoquan Magisterial District on the County’s Social Service Advisory Board.

Other community involvement includes; member of the Neabsco Magisterial District budget team, past member of Occoquan Magisterial District budget team, current Election Official at Old Bridge Elementary School, current member of the Lake Ridge Parks and Recreation Association’s Architectural Committee, current Treasurer of Trail Life Troop VA-110, past Treasurer and Head Deacon of Grace Bible Church in Lorton, and past President of the Omisol Homeowners Association having previously served as Treasurer and Architectural Committee Member.

Mr. Milne completed his Bachelor of Arts degree in Business Administration from Columbia College and later earned an M.B.A. from Renesselaer Polytechnic Institute. He also holds a Master of Arts degree in National Security and Strategic Studies awarded by the United States Naval War College in Newport, RI accompanied by the Joint Professional Military Education (JPME II) designation.

Captain Milne’s military awards include the Legion of Merit, three Meritorious Service Medals, five Coast Guard Commendation medals, the Department of Transportation 9/11 Medal for service in New York City and several other personal and unit awards.  He is married to the former Martina F. Eckroth from Dickenson, North Dakota. They have two children and thirteen grandchildren.
